Performance Report of Management Development and Resources

January 2017

*Financing and Investing Office

Development of knowledge-based economy in five prioritized fields, including the strengthening of the supplier, motivating the demander, facilitating the interaction between supplier and demander, financing research and innovation, attracting investments, and issues related to political intelligence are followed up by the Vice-Presidency for science and technology affairs. To date, financing science and technology has been overlooked for many reasons. However, the seriousness of the government for empowering knowledge-based companies has led the Vice-Presidency to lay the foundation for financing and investing through the government and private sectors in addition to its direct support. Therefore, the measures presented below have been defined and are being implemented.

1. Empowering the Iran national innovation fund, which was established after the approval of the law for support of knowledge-based companies, has been financed by the supported of the Vice-Presidency and is now recognized as a considerable financial resource for support of knowledge-based companies. According to the approval of the board of trustees of the national development fund, the financial resources of this fund have been allocated to brokerage of banks in order to be assigned to innovative and knowledge-based activities through banks with special conditions and the introduction of the Vice-Presidency.

2. Collective financing, especially by using the donation capacity, is another new and efficient financing method that has been greatly welcomed.

3. The intellectual property market has been established in line with the Clause D of Article 17 of the Fifth Development Program and based on the financial support for creating and developing idea stock exchange and technology market to facilitate attracting investment for technological projects.

4. By follow-ups in the deputy for management development and resources with the cooperation of the stock exchange market, document registration organization, Fara Bourse Co. and Pardis Technology Park, capital attraction for knowledge-based and technological ideas and establishment of a place for supply, purchase and selling of security based on intellectual property have been put on the agenda.

5. Contracts have been concluded with the stock exchange market to promote investment in knowledge-based economy through familiarizing the investors of the private sector with this area, which has led to the establishment and strengthening of venture capitals. These funds are designed to help finance and grow companies that are at risk in their life cycle. Along with managerial contributions, venture capitals provide assets to small and newly developed companies and are considered as important financing resources for these enterprises.

6. Venture capitals have been established by the efforts made by the Vice-Presidency with the agreement of the stock exchange market in order to finance companies in high-risk technological fields.

7. Other financing methods include project funds, land and construction funds, and Susuk, and other funds are being established and added to the basket of science and technology financing according to plans.

8. Some of the measures taken by this office in the sector of warranties include granting the license for issuance of warranties to the research and technology funds based on executive regulation of Clause K of Article 4 of regulations of warranties, issuing different types of prepaid warranties, participating in tenders, and committing to pay.

9. Drafting guidelines and regulations for the advisory council to the Supreme Council of the Exchange, defining support packages for projects and inventions of knowledge-based companies, designing domestic projects for venture capital, participating in the design of research and technology budgets at the macro level are among the policies and approaches of the office in line with the support of science and technology financing and investing. 

The financing system of knowledge-based and technological projects (www.vc.isti.ir) has been created to facilitate the investment process and creating an efficient foundation between units and those interested in investing in knowledge-based projects and companies, where investment programs, investors, and advisors are evaluated.

*Performance of Office of Productivity Planning and Promotion

In line with the implementation of the program of reforming the administrative system based on the policies of the Supreme Leader, the law for management of country’s services and roadmap of correcting the administrative system approved (h50642t/127675) has been established for specialized committees related to the administrative and management methods based on the 200/93/13427 circulars on December 28th, 2014. The structural and management committees and performance management committee are guided by the secretary of the office for the implementation of the programs for correcting the administrative system. In this respect, two engineering programs of role and structure of the government and public services in the competitive space have been put on the agenda of the structure and management technologies committee. In addition, planning has been made and proper measures have been taken to have access to policies of dynamism, service providing and making the administrative system logical to realize the goals of the vision:

Given the fact that the complete realization of organizational goals depends on the abilities of staff in performing their duties and complying with the environment, teaching and improving the human resources can lead to effective follow-up and increase of activities by these individuals proportional to organizational and environmental changes. Therefore, organizational learning is of paramount importance, and designing extensive measures to increase this type of learning is prioritized in educational planning. As a young organization, the Vice-Presidency for science and technology affairs has emphasized the provision of equal learning opportunities for its employees.

Accordingly, the long-term goal of the plan is promoting the spirit of organizational learning and increasing the productivity of employees in sharing organizational knowledge and creating a dynamic information current in the organization.

Therefore, novel educational programs have been defined to update the organizational knowledge of employees and to hold specialized education with the cooperation of top universities of Tehran. On the other hand, with regard to the importance of education, new areas have been expressed to promote the active components of innovation ecosystem with the cooperation of specialized units and to provide specialized education to activists of this field.

Moreover, some of the activities of this office include designing a management system for service performance at qualitative and quantitative dimensions, correcting the specialized joint processes, and designing and guiding the management models (e.g., recommendation systems and establishment of recommendation system in the Vice-Presidency).

This office is also responsible for designing and documenting the services presented by the Vice-Presidency and registering them on the portal of the Vice-Presidency properly to provide access to electronic services to the beneficiaries.

On the other hand, other measures taken by the office include regulating tables related to the budget rows of the Vice-Presidency based on the mechanism of performance-based budget, and seniority budget for implementation of the program of public services in the competitive space with the goal of dynamism.

Concluding contracts with universities, science and technology parks, knowledge-based companies and other centers related to science and technology, preparing and negotiating cost financing agreements, and ownership of the capital assets and their exchange in the exchange agreement, and allocating facilities to companies through research and technology funds with the guidance of the Vice-Presidency are also carried out in the office.

The accurate and updated information and statistics are recognized as important tools for planning, policy-making, and assessing the adopted policies. Therefore, providing and assessing reliable information are important and necessary activities in the decision-making process. Organizing, regulating and applying proper and scientific methods in the process of producing statistical data are unavoidable. Therefore, the office has taken measures to establish an information and statistic center and provide services to domestic units. 

* Office of Administrative Affairs and Information Technology

In this general office, 1) human capital committee, 2) the committee of administrative health and the safeguarding of the people’s rights, and 3) committee of electronic government are guided to implement the program of engineering the role and structure of the government, program of human resources management, and program of safeguarding the people’s right and administrative health. The measures taken in this office include putting on the agenda of document of human resources in the Vice-Presidency for proper implementation of programs of committee of human resources, obtaining an official employment code from the country's management and planning organization, obtaining the ID code for the organization to carry out the affairs related to the retirement of colleagues, performing affairs related to conscription, carrying out all personnel and administrative issues, and observing the terms and conditions of promotion of employees, fulfilling the formal procedures for the employment, recruitment and issuance of contracts and employment orders (establishment of rights, allocation, improvement, mission, and transfer), implementing the employee health monitoring plan in the department with the policy of continuity of service and promotion of human resources and the recruitment and maintenance of specialist forces.

The committee of administrative health and the safeguarding of the people’s rights has regular monthly sessions and has established valuable measures to determine the transparency of performance in the Vice-Presidency. 

Coordination of support affairs of festivals, conferences, and foreign delegations is carried out with the management of the office. In line with the implementation of programs of the committee of human resources, performed to empower the private sectors, the relevant affairs are assigned to contracting companies.

Committee of development of electronic government and automation is also established in this office and carries out the following tasks:

·       Compiling a comprehensive information system management plan (ISMP)

·       Implementing the information security management standard (ISMS)

·       Implementing the business plan management system (BPMS) and assessing and compiling the services of systems (RFP) and establishing VPN-MPLS connections with cooperating units and organizations and to create an information exchange center (ix)

·       Establishing communication between the court of audit and the national network

·       Establishing safety in the infrastructure area (network, service, system, portal), and maintaining and repairing the equipment and computers of the Vice-Presidency (Help Desk)

·       Implementing and registering organization services on the integrated foundation of economic data exchange of the country (BITA)
